I can reproduce this in 1.21.7, and was informed that perhaps adventure bukkit is now just adventure on Paper. (https://docs.advntr.dev/platform/bukkit.html)
Their forum has a few announcements about them making steps away from bukkit implementations.

Yeah, a pr can be used I guess by devs, but, Paper's hard fork is a thing and going to be more of a thing. Depending on spgiot and up won't work for lots of plugins anymore. Either a proper fallback to, or a switch to Paper is going to be needed for plugins (maybe including citizens?)

It's difficult to provide cross-version compatibility without our current approach. Maybe in the future we will have to drop backwards compatibility completely but at the moment we will continue to.
