Bug description

Using /potion on regular arrows or tipped arrows doesn't modify their effects. Meaning the user has to make a custom potion and craft the arrows separately, which can be tedious.

Steps to reproduce

1. Get a regular/tipped arrow
2. Use for example /potion effect:wither power:4 duration:86400
3. It won't work since any non potion item is anathema to this command, even when it's supposed to have potion properties.

Expected behaviour

The arrow should get the desired potion effect.

Actual behaviour

The arrow doesn't get the desired potion effect.
