No ring tone in outgoing calls

Steps to reproduce the bug

1. Dial a number / Choose contact / Choose entry from Call History
2. Call number

Expected behavior

After the number is called, a ring tone would be expected until the other side accepts the call.

Actual behavior

After the number is called, there is no ring tone. Instead, there is silence until the other side accepts the call or it is forwarded to the mailbox.
