IACS metadata requirements for INSPIRE theme and CAP/GEMET

I'm trying to make a CAP/LPIS related metadata that passes the metadata validation.

I get errors for the required GEMET and INSPIRE theme values. I tried to follow these instructions https://github.com/inspire-eu-validation/metadata/blob/2.0/iacs/IACS-datasets.md#iacs-datasets-keyword

For the common agricultural policy I have the correct value https://www.eionet.europa.eu/gemet/en/concept/1600, but still.

I tried to check if the INSPIRE theme has to be provided in English when encoded as CharString by adding English as a language, but I still get an error with the validator.

Find two version of the xml file (one with key words in Finnish, and another multilingual, which includes key words in English) and the validation report zipped here IACS_test_metadata.zip

Is there some requirement or something else that I've missed, or is there a problem with the validator?
