kotlin-community/dev builds fail due to misconfigured signing plugin #335
Description
We need Kotlin/kotlinx.team.infra#30, then update the infra plugin in project, then upgrade signing plugin in kc-dev branch to 1.3.1+.
Until then, the plugin has to be downgraded back to 0.21.0.
