Enables the use of APIs compatible with OpenAI API

Currently, it is possible to set it as an API key, but the model list only includes OpenAI models.

I would like to access the model using a compatible REST API, as I would like a "faster" model than the OpenAI one.

I think this can probably be achieved by getting the model list when the API key and URL are set and updating the drop-down list.
