Issue
Metametrics toggle is disabled for the shield subscribers in the settings.
Expected
User should not able to toggle on/off the metrics even if they are subscribed to shield.

- Import/create wallet in metamask
- If not a shield subscribers, subscribe to shield
- Go to the Privacy & Security settings
- Metrics toggle is disabled.
