Setup of MRTK3 Profile

As per required in the documentation, I am trying to setup an MRTK3 profile:

The profile I have created states that I do not have org.mixedrealitytoolkit.windowsspeech installed.

I do not know if this is related, but the profile asset is then not created, which prevents me to build my project.

The warning message states to install the missing package from the MRTK3 Feature Tool. The Tool I downloaded do not offer to install this package.
It is however present in the repository, so I tried to installed it from there, however, it has a dependency to com.microsoft.mrtk.tts.windows.
I could find this package on the asset store, but right now a technical issue is preventing me from installing assets.

I have several questions:

• Can the dependency be found elsewhere, in a repository ?
• I do not actually need windowsspeech, can I create the MRTK3 profile asset without it ?
• Maybe both notions are actually unrelated, in this case what I am missing in the profile creation ?, how could I create a custom MRTK3 profile that would be as simple as possible, I only found the default profile so far and deactivating option do not solve the issue.
