fix: remove standalone email button and move Tratar next to Visualizar #676

Context

Currently the footer of every admin request card has: Rejeitar | Marcar como aceite | Tratar | Email.

Teacher feedback: the Email button should be removed as a standalone action (it's a 'more info' flow), and Tratar should sit next to the preview button. The footer should only have the 3 state-changing responses.

Acceptance

• Footer shows only: Rejeitar | Marcar como aceite | Aguardar info
• Tratar button is next to the schedule preview (Visualizar)
