Convert GSI netCDF diag files to JEDI IODA format in the workflow #4145
Description
What new functionality do you need?
GSI produces netCDF diagnostic files, to ease the transition into JEDI, we should be able to generate IODA files from these so that we can switch observation space monitoring and other tools to use IODA before the JEDI transition is complete.
