Check if `/usr/lib/tmpfiles.d/puppetserver.conf` is really needed in packages

why do we package a /usr/lib/tmpfiles.d/puppetserver.conf in the openvox-server into the rpm? ist this a build artifact or do we need it somewhere in the rpm spec?

This is for the temporary files in /run. Today it may be needed, but after OpenVoxProject/ezbake#5 I don't think it is anymore and in fact, I'm removing them there.

I found it is needed because openvox tried to enforce the rundir exists. Looking at openvox itself it doesn't use rundir directly, but indirectly via pidfile.

It may be better to set it to a directory that the systemd service will ensure. I started OpenVoxProject/openvox#165 but I also wonder if the clojure env really reads that at all.

So we got rid of it in OpenVoxProject/ezbake#5 but the directory was still needed. No OpenVoxProject/ezbake#33 lets the systemd service create this as needed.
