[BUG]: Error Regarding Pixels on the Top Side and Left Side of the Screen in Ratchet & Clank (NTSC-U) #13032

Describe the Bug
A one line row of pixels on the top side of the screen and a one line column of pixels on the left side of the screen that are different from nearby lines of pixels. This was noticeable in certain FMVs as well as certain in-game cutscenes (those that are letterboxed). This can be fixed with a one pixel offset on the top side and the left side of the screen.
Reproduction Steps
Play the game and notice the issue in certain FMVs as well as certain in-game cutscenes (those that are letterboxed).
Expected Behavior
The expectation is to not have the error regarding pixels on the top side and left side of the screen.
