bug(dashboard): Text card in shared dashboards should hide edit options

Bug Description

I think the button should be hidden.

How to reproduce

1. Create a dashboard
2. Add a text card
3. Enable sharing
4. Navigate to shared dashboard and notice that the 3 dots button in a text card is clickable, and actually fire off the request (it still checks for permission on the backend so its not that bad)
