feat(Patches): Filter only Universal Patches

Issue

Current Patches page can filter patches as per package or shows all patches when no package is selcted.
But there is no option to filter only universal patches.

Solution

An option to filter universal patches only.

I was also looking for this! Searching for "Universal" also doesn't work, and they're kind of mixed up in the list.
