🔁 Steps to Reproduce

1. Windows 11 24H2
2. Every time I open my project in VSCode, and then open RooCode, it will try to re-indexing my codebase.

💥 Outcome Summary

Expected: it should reuse the indexed data; Actual: it tries to re-index my codebase after I restarted my workspace.
Sometimes, if I failed to connect the qdrant server, it will also try to re-index.
