Fix Sonobuoy Version for KaaS Conformance Tests

Currently, the user installs some sonobuoy version. We should define a particular version, so that the user does not accidentally use an outdated version of sonobuoy.

This might be fixed. I did integrate the sonobuoy binary into the provided Dockerfile: #1100 and the automatic building Is fixed via: #1130

Good catch! Maybe we can extend this to beyond the Docker workflow.
