Description
When configuring the Activate Communication Flow workflow action, the "Communication Flow" attribute does not list any communication flows even when there are active Communication Flows of the "On Demand" type.

Steps to Reproduce
- Go to "People > Communication Flows"
- Create a new Communication Flow that is of the "On Demand" type.
- Go to "Settings > General > Workflow Configuration"
