After discussion with @cwgoes, we think that monitoring isn't easily possible for the EVM protocol adapter since it operates in the shielded domain.
We could look at spikes in blob sizes or transactions, but this isn't a reliable metric to detect exploits. We think that a block explorer (see #400) is more valuable instead.
