Issue description

use apisix 3.13.0, visit admin ui ( /ui ),

I've found that using third-party JavaScript seems to be somewhat unsafe, and it may not always be accessible.

Expected behavior

Hosting the relevant static resources locally.

1. visit admin ui
2. edit or view plugin
