Remove feature request issue templates

AWS Copilot CLI has entered maintenance mode and is going to be end-of-support on February 3, 2024. Therefore, we will no longer accept feature requests. https://aws.amazon.com/blogs/developer/announcing-end-of-support-for-aws-copilot-cli-effective-february-3-2025/
