Integrate Notebooks Operator with Ambient Mesh

Context

As part of integrating with the ambient mesh charms, we'll need to integrate the Notebooks Operator with ambient mesh.

This is blocked by the upstream effort to first merge the PRs for the Notebook Controller to be able to create HTTPRoutes
kubeflow/notebooks#628

What needs to get done

1. Define how the charm should detect if ambient is enabled (relation with beacon)
2. Get info of the gateway
3. Configure the underlying env vars appropriately

Definition of Done

1. The charm can be deployed with either ambient or sidecar setup
2. The created Notebooks will have an HTTPRoute instead of a VirtualService
