Is the committee referred to in the Procedures document (e.g. "convene the committee," "This is the committee's responsibility," etc) the Community Support Squad, the Conference's Local Planning Committee, or some other body?

It's the Community Support Squad but you're right that it's ambiguous and we should change generic "committee" references to specifically state the CSS.
