First issues while going thru README.md #4

Just filing these for now.

• cd tulsa-transcribe seems like it should be cd tgov-scraper-js ?
• npx ts-node setup.ts returns Error: Cannot find module './setup.ts'
• encore run includes:
  [MISSING_PRIVATE_KEY] could not decrypt OPENAI_API_KEY using private key 'DOTENV_PRIVATE_KEY=' [MISSING_PRIVATE_KEY] https://github.com/dotenvx/dotenvx/issues/464 without instructions how to use dotenvx to encrypt and use personal keys & urls.
• Browser was not found at the configured executablePath (/opt/homebrew/bin/chromium) #6
