[new.delete] Weird indexing ` \indexlibrarymember{new}{operator}`

I find this indexing weird, and I was unable to find this operator using Ctrl+F - operator new in the index.

I think we should replace this with a simple \indexlibraryglobal, considering these are global functions, not members. We don't attempt this categorization of "X being a member of operator" usually.
