Sources published with --sourceid flag are not published without it

Last week, Dana reported that source images for https://encyclopedia.densho.org/Buena%20Vista%20United%20Methodist%20Church were not appearing. I ran encyc sources on packrat and nothing was published. I checked gordo and confirmed they were missing. I looked in encyc-psms and found the Source records, and was able to publish them using the encyc sources --sourceid flag. It still required a browser cache flush but the images were now there.

The question: Why would encyc sources --sourceid SOURCEID publish them when encyc sources would not?

I thought that maybe I had failed to make the Source.encyclopedia_id field unique, but that's not it - the field is unique in both the encyc-psms code and in the database.

When you use the --sourceid flag it basically force-publishes the specified Source. This explains why the items were published when I used encyc sources --sourceid SOURCEID. It does not explain why they were not published by the automatic encyc sources command.
