Document recommended behaviors/configurations for users that use Package Lock Files with the .NET SDK #43799
Description
We need to clarify pinning and project-property guidance for lockfile users so that they don't fall into pits of failure when using lockfiles with the SDK.
We should get this in docs and then ask nuget to link to it from their' lockfile docs.
