Describe the bug.

When a lower SDK e.g. 8.0.414 were installed by command Sample: Install .NET SDK Globally via .NET Install Tool (Former Runtime Extension), There was no response when trying to install a higher version of the SDK

Reproduction Steps

1.Install lower version SDK e.g.8.0.414 by command Sample: Install .NET SDK Globally via .NET Install Tool (Former Runtime Extension).
2.Run command Sample: Install .NET SDK Globally via .NET Install Tool (Former Runtime Extension) again or run the command .NET Install Tool - Install the .NET SDK System-Wide to try to install higher version SDK e.g. 8.0.415

Expected Behavior

The higher SDK can be installed successfully.

Exceptions & Errors (if any)

There was no response when trying to install a higher version of the SDK by using the same command.
