[ALL KITs] Ensure Compliance for Notice Sections (Enforce TRG 7.0.7)

Overview

Currently most KITs don't have a NOTICE section per markdown. Thus, TRG-7.07 is currently not enforced.

This PR shows how the action is incorporated but not activated for all KITs. The strategy is to make the Release check mandatorily link to the run and inclusion of at least the latest KIT version (release candidate). This is your workflow

• Raise a PR performing the following
  • Configure your latest version to not be excluded anymore in .tractusx file
  • Fix missing notice sections
  • Link the PR OR the .tractusx file section on main in your quality gate tickets.

What's the benefit?

We fade out the incompliance of TRGs.
