Room version default does not match the specification.

https://github.com/element-hq/synapse/blob/341d956ee643567ab3a53f5626b38ace4826bf67/synapse/config/server.py#L161 is set to 10 even tho v11 is the default recomended by the specification in the 1.14 release.
