Support ARM on Windows

A short list of missing things:

• Rtools variable is actually RTOOLS45_AARCH_HOME
• Linking path relative to RTOOLS45_AARCH_HOME is incorrect, should be aarch64-w64-mingw32.static.posix
• Likely incorrect target used x86_64-pc-windows-gnu (aarch64-pc-windows-gnullvm?)
