- ingest votes from gossip
- track vote stake per block for duplicate confirmation
- ingest duplicate shred proofs from gossip
- mark ghost valid / invalid based on duplicates
- handle duplicate / duplicate confirmation cases in vote and reset fork selection
- wire duplicate confirmation msgs to other tiles
- deprioritize equivocating FECs in reasm until confirmed
- repair request for duplicate confirmed block ids we don't have
- migrate to tower sync
- switch check
- get vote accs from funk / bank
- process replay vote txns in notar
- propagation integration
- notar epoch handling
