Do July Dependabot Upgrades

There are currently 37 open dependabot PRs:

That's too many to tackle, but let's try to do about half of them at least and in August we can try to bring the number down again.

We don't want to trigger 37 deployments to CL, so as you merge, please stop the build/deploy action until the end or until strategic moments.
