Is there something wrong with the Fetch API?

Yesterday and today, all of my RECAP Fetch requests have failed. It looks like they return in-progress for several hours, and then fail with:

Cookie cache expired before task could run for user: [N]

Has something caused the queue, or its processing, to get stuck?
