What is the Feature?

Users can choose whether emails for docket alerts are sent in real-time, daily, or weekly. Like search alerts.

What Problem Might it Solve?

Today, users cannot choose how often they receive docket alert emails. Users would like to choose the frequency for each alert they set.

• This was requested in a user research session for the CL redesign.

This could fit in with freelawproject/courtlistener#4271, in which we're allowing configurable destinations for the alerts so people can choose where alerts go and at what rate. OTOH, setting the rate might not make as much sense for things other than email.
