Fix Texas scrapers ids

Texas scrapers IDs are incorrect @flooie has more context on that; 

We need to correct all the file names in Juriscraper; and then correct the `Docket.court_id` in Courtlistener for all scraped objects from those sources

Need to do this to unblock
