Rename format_neutral to ohio_neutral, and Louisiana to louisiana_neutral, and Add New neutral Format

Currently - Format Neutral represents the style we really only see in Ohio. I'd like to rename that as Ohio Natural and make Format Neutral to be a pattern without dashes.

I think that would be clearer and more accurate.

Hm, I think there's value in calling neutral citations neutral citations so that we can group them together, even if there are small differences in formatting. Ohio is the state that does this thing, right?
