[OTHER] User Feedback standard for internal-facing web content unclear

Describe the purpose of this issue

The standard on Web Content (2.3.2.3) is very specific for public facing content when it comes to accessibility statement and user feedback mechanism, and not so much when it comes to internal-facing.

Does the standard 2.3.7 User Feedback mechanism come into play for internal-facing web content?

Some clarification would be great.
