Add Sa11y to Accessibility Testing 101 page

I just came across the Accessibility Testing 101 page. Would your team be open to a PR if I added Sa11y to this page?

Elevator pitch:

• 100% free and open source (Sa11y GitHub repo).
• Sa11y is geared towards content authors (aligns with ARRM and ATAG), unlike most of the other tools on this page that are more developer focused.
• Easy to use bookmarklet which seems to work across most GC websites.
  • Bookmarklet has automatic language detection, so it would work great on French webpages too.
• Several hundred content authors at TMU use Sa11y (we're using AEM 6.5). I think the main GC website is using AEM. Might be something you'd like to explore implementing internally for GC content authors! I have an install recipe for AEM, but I'm happy to give a demo sometime.
• Trusted by many education institutions, and is a core feature of Joomla CMS.
• Sa11y is made in Canada at the Toronto Metropolitan University (TMU) 🇨🇦

Thanks for reaching out and suggesting adding Sa11y to our list. Even much appreciated offering to open a PR. We would need it in both languages.

What would be even much more appreciated would be to add Sa11y to our project's development pipeline. It would be awesome to have this running on all our Netlify deploy preview versions or even on our staging site In development - Accessibility Testing 101 - Digital Accessibility Toolkit. It's been in our issues (#73) since the beginning but hard to do without contributors.

As adding it to AEM, that's a whole different ball game and we aren't involved with them but I will share this conversations with contacts I have there. Like @duboisp and @GormFrank...
