Install includes stale Git Credential Manager

The current state of the authentication manager included in installs (GCM) is questionable.

The project is seems to have no active maintainers:

• issues and PRs are riddled with spam
• pending (trivial and/or usability-impeding) bugfixes do not get applied
• even previous maintainers seem also to be in the dark regarding its current status

Are there a plans to get in contact with upstream (again)?

Or would (at this point) a fork within the git-for-windows Org be a feasible solution to regain some control over (likely at one point in time critical) fixes and/or extensions, similar to MINGW-packages and 7-zip?

@becm The previous maintainer has moved on from GitHub, but ownership remained with GitHub, and you're right there doesn't seem to be much development happening there. I am considering options how to get out of this situation (and have done so for the past three weeks, hoping to be able to come back with positive news); It will take a while.
