Try to make EVPN OSPF/IPv6 tests multi-vendor

The 20-vxlan-irb-ospf and 41-vxlan-ipv6-bridging tests use the same device type for all PE-devices. Try to replace one of them with FRR (assuming they fixed that EVPN-over-IPv6 bug)
