Upgrade Typesense from 0.24 to 28.0

Work:

• Admin utility that uses bootstrap key to ease this or other maintenance tasks.
• Document upgrade process (make manual backup, update puppet, rollback: move data, revert puppet).
• Upgrade to 0.25 (Aug 2023), bug fixes. https://github.com/typesense/typesense/releases
• Skip 26.0 (Apr 2024), bug fixes.
• Skip 27.0 (Aug 2024). A change to total_values which we don't use afaik.
• Upgrade to 28.0 (Feb 2025), bug fixes.
• Switch https://typesense.jquery.com/ to the new instance.

I suggest we go until 28.x for now, because Typesense 29.0 (Feb 2025) includes a change to group_by which might affect us. We can get some experience with the other changes first.
