Expected behavior

We should update the string (and the logic if needed) so that we have a more meaningful message. We can refine the string in the UX writing review, but for now, let's use "No users match".

If time/bandwidth permits, I'd prefer more nuanced logic:

"No users match this filter" || "No users match these filters"
"No users match this search" (for search, or search + filter combo)

Observed behavior

We're repurposing the "no users exist" string when no users match a filtered state.
