Observed behavior

Observed while intentionally trying to break the Setup Wizard as part of the full integration testing effort. The main point of confusion is that the admin is not sure how many and which of the users have been imported. It's not clear why the user with the super admin permission gets an 'Unable to sync' status (in that specific case). See the video:

Steps to reproduce the issue

1. Install the latest Beta 13.
2. In the Setup Wizard attempt to import multiple learners as quickly as possible by selecting multiple users and then pressing the back arrow.
