Paper 1.21.7 - ability activation right-click doesn't show actionbar msg

You can still activate the ability, you can hear the sound of readying .. but it won't show the actionbar msg.
The bossbar msg shows up, the /mcstats shows text, /mining shows a scoreboard that updates.

But the actionbar msg. "you ready your pick" etc isn't showing.

I tried upgrading to jenkins build 577, but that didn't resolve it either.

I can also report that this bug also exists for 2.2.040-SNAPSHOT of mcmmo, the only indication that the ability is readying is the gold-armour clink subtitle/sfx that appears.

The private beta that we've been working on seems to be working - it's a matter of the PR merging and Spigot updating.
