Build and deploy linked Azure Functions - similar idea to the support of PowerPlatform solution

Similar idea to #361

Allow developers to host Azure Functions together with the AL-Go code repository. Support the full development process, such as the following:

• building C# code
• deploying the ARM/Bicep template to the Azure Subscription.

OR as an alternative:

• run custom GitHub workflow

It is necessary for PTE-template projects only.

Values of Input parameters for ARM Template should be available in the <AzureEnvironmentName>_AUTHCONTEXT.
