Use GitHubs Environment variables to controll DeployTo-Settings

I would really appreciate if it would be possible to control DeployTo-Settings by setup a Environment Variable in GitHubs ui with a Json-structure like you could do it in al-go-settings.json.

Instead of adding a json-object in al-go-settings like this:

"DeployToTEST-PHX":{
    "EnvironmentName":"TEST",
    "Projects":"base,phx",
    "ContinuousDeployment":true
  }

you add a environment variable named "DeployTo" with value like this:

{
    "EnvironmentName": "TEST",
    "Projects": "base,phx",
    "ContinuousDeployment": true
}

I think it is a good idea and it goes hand in hand with our attempt to move away from dynamic settings keys.
In order to create a good schema for the json, we cannot have these setting keys, where the environment name is part of the key.
We should have conditional settings based on environment names and a setting called DeployTo.
