Change template button has no purpose if there are 0 or 1 templates in repo

The Change template button shows if I have 0 or 1 template in a repo. If I click on it - there is no effect.
I suggest to either not show, or to use it to guide the user to create a new template.

We don't know in advance if there are templates, so we can't hide the button (we can fetch it in advance, but that will slow down the view).

Now I see the quick pick. I think that is fine, but it would be great if we could guide the users to create a template.
I am for now adding verified label. But if you would like a new issue for guiding users let me know.
