I was wondering if my used versions are being supported

That is a very old version of the netbox collection, being used with a very new NetBox server. Please update your netbox ansible collection and retry.

updated to 3.22.0 and the problem still persists

What HTTPS server are you using in front of the NetBox server? This is a problem with the HTTPS connection

there is a caddy Proxy running in front of Netbox. In the Browser the Certificate is valid

I am not well versed enough to assist with Caddy..there is something in your TLS configuration that urllib/requests or Python does not like, about TLSv1 and that's why it's throwing that error..it may be because TLSv1 is not supported anymore but that's about as far as I can guess about your deployment
