Spot to on demand instance switch

Whenever there is a spot failures the nextflow eks job should switch from spot to ondemand

There should also retry enabled to it

FYI Aws efs is also being used

You should be able to implement this with errorStrategy and a dynamic queue directive based on the task attempt
