Publish abap-runtime to AWS Serverless Application Repository

The SAR provides serverless applications. It could provide the abap-runtime layer and a ABAP template for the lambda function.

Prerequisite:
AWS Serverless Application Model (SAM)

Maybe the SAM template could also combine the Node.js layer and and the abap-runtime layer in on template.
